Several years ago the case was indeed that if you had a university degree, you were not eligible for the lower grade competitions. And they checked very, very carefully, and we very suspicious of any gaps in the CV (many people, I was told, tried to hide a university degree).
This is no longer the case; they accept also people with university degrees to the AST competitions, no problem.
The problem here most likely is that whether or not Moli has a university degree, she should ALSO have either:
a) "completed a course of post-secondary education and obtained the relevant diploma, in a field relevant to the duties described in section A.I."
I.e. she should have a diploma from a secretarial college or the like. If her university degree is from a totally different field (like it must be, since secretaries are not trained in universities), it does not count.
or
b) "a level of secondary education attested by a diploma giving access to higher education, followed by
at least three years' full-time professional experience relevant to the duties described in section A.I."
I.e. she should have a diploma from secondary education, giving access to higher education - this she must have, since she was accepted to university, but ALSO at least three years of full-time experience as a secretary. And Moli specifically mentions that she has "almost" three years of professional experience". "Almost" is not enough.
It doesn't seem like there's much she can do to contest this. The rules are pretty clear.
